With a 34 on the ACT and a GPA of 3.5 will University of Ann Arbor, University of Texas and USC accept me with my high ACT score

What state do you live in? Your ACT is competitive for all of those, but I think that UT usually prefers a higher GPA. Is that a weighted or unweighted GPA? If unweighted, then your weighted GPA might be in their range.

Do you mean University of Michigan at Ann Arbor? I am not aware of a UAA in my area. ;)

How is your class rank? How is your course rigor? Did you recalculate your GPA without subgrades and freshmen year?
UMich does put more weight on GPA but not necessarily at face value. A high ACT score with a mediocre GPA may suggest the tough grading curve at your school, the overloaded course rigor, or you just focus too much on standardized test. The adcom will find out the reason from the rest of your application.
