Notre Dame requires four years of English. Are transfer students held to the same requirements? I imagine not since I read about people with very poor HS records who transfer into these schools, but I’m uncertain.

I agree. It seems foolish to expect a transfer to complete something like 4 years of English in just 1 or 2 years.
My gut assumption is that it will not matter for a transfer because if you’re already taking college level English classes ( and doing well), why does it matter if you have had 3 or 4 years of HS English?

Many colleges and universities will not look at your HS transcript if you will enroll there after completing the equivalent of two academic years worth of studies at the college level. Some won’t look at your HS transcript if you will enroll there after only one year of college level work. Still others will ask for your HS transcript no matter what. You have to find out just exactly what the specific requirements are for transfer applicants at the schools you would like to transfer to.
