High Schools with Built In Research Programs?

This question is geared toward high schoolers whose school has a research program.

These programs “guide” students in getting university-level research from their freshmen to senior year. They reach out to get internships for them.

I am looking to start one at my school, and I have one question:

How do these programs get internships for their students? What advantage do they have in the process of reaching out to professors that independent students (lone wolves) would not? ie. connections?

I know that for an independent student (lone wolf), the best way to get internships is to simply mass-email to various professors.

Do these High School Research Programs to the same?
