Is there a progressive, low cost college to study art (and maybe humanities)? Id more than likely be going out of state.
I’ve read about:
Oberlin
Emerson
Berkeley
Evergreen
Hampshire
AND many others but tuition is high for out of state students and I want a high quality education. Most importantly I want to be surrounded by free thinkers and weirdos.
I have a 27 ACT and a 3.7 GPA. I think I will score well on the SAT in the spring.

Instate and Out of State tuition is only relevant for public (state) universities. Oberlin, Emerson and Hampshire are private, so the tuition is the same instate and out of state. None of them are low cost.
Berkeley (and all the UCs) are very expensive for OOS students. Evergreen is relatively low-cost ($22K for OOS).
What state do you live in? We don’t know what’s out of state for you. And why does it make a difference if the school is not in your state?
Pitzer (part of the Claremont Colleges) is another private school with a hippie vibe, but has competitive admissions. SUNY Purchase is artsy but more Greenwich Village/Soho feel than hippie. You might want to look at schools in New Mexico- Taos, Santa Fe have that free spirit artsy culture going on. I hear good things about Evergreen.

Have you run net price calculators on the websites of any colleges? That will help you see what your cost of attendance may be. Every college has one on their website.

Do a search of SUNY schools that offer art majors. NY has good OOS rates.
SUNY New Paltz immediately came to mind, but someone beat me to it.
“Low cost” is pretty vague. How much can you afford to pay per year? Will you qualify for need-based aid?
Relatively speaking, Evergreen is pretty low-cost for OOS. I don’t think you will find many OOS publics that have what you’re looking for that are cheaper than that, other than the SUNYs (which you should definitely check out - here in New York Purchase is very well-regarded for art, and I think New Paltz would have what you’re looking for too). Maybe Western Washington?
If you can raise your standardized test scores, then you would probably be eligible for merit aid at a number of moderately selective liberal arts colleges (think schools like Hampshire - check out the Colleges that Change Lives).
New College of Florida. With your stats, you might have a shot at merit aid from a college like Guilford or Eckerd. Pitzer is not only selective, but it’s one of the most expensive colleges in the country.
