Generally the academic section is first, and then the School Report is the first thing in the academic section. The transcript is next, but the School Report provides the context for the transcript.
Starting with the counselor recommendation is an interesting twist, but it feels to me like the logic is still pretty similar–to put the academic record they are about to consider in context.
