<p>I can’t answer the “when” part of your question, but hopefully I can help with the “how.”
Emory (the main campus, at least) no longer releases a physical letter for newly admitted undergrads. I had to go online to OPUS to check it. I don’t think Oxford should be too much different from that.</p>
