<p>If ECs, recs, and essays are great then u might have a slight chance. But i feel like your ACT and GPA are way too low for rutgers and northeastern. Although your race might help, your numbers might hurt you quite a bit</p>
<p>Do you have sufficient funds to pay if you’re admitted (that’s about $40,000 per year) since OOS public universities don’t have financial aid (and no merit for your stats)?</p>
<p>Note that most universities use unweighted GPA.</p>

<p>You don’t have any safety (unless you didn’t list them) - those would be 2 colleges where you’re sure to get in, that you like, and that you can afford.
Note that most large public universities are not holistic, so that recommendations and essays have almost no weight compared to GPA X ACT. I would suggest you apply to at least one college with holistic admissions (Wittenberg, Capital, Gannon, Lesley, Guilford, Emory&Henry, UTampa, perhaps evenSusquehanna, Hendrix or Earlham but those would be matches more than safeties) so that your full profile could be taken into account.</p>
