A 4.0 puts you in the mix. Transfers are never guaranteed, because the number of available seats is not known, and the applicant mix, who are competing with you for any available seats, is also unknown. As for honors, I’m not sure how transfers are treated. That would be best answered by admissions. If you want to have any chance of getting accepted into the program as a transfer, you need to apply.
