How do you explain the true reasons behind the gap year to colleges, the discrimination and bias you faced all along, causing you to switch schools and repeat senior year. This applicant has otherwise excellent EC’s very good scores,had a great ranking, good GPA, IB DP student,should have been the Valedictorian, transcript with mostly A’s, but big drop in 4 subjects including a F grade in senior year,which he is repeating in a different school this year. Does colleges throw the application away by looking at the one semester grades that tooka big drop. Is there any hope?

Each place makes its own determination about how they will handle this. The student should make their list, and apply, and trust that fate will help them end up at a place that is good for them.
A nice long conversation with the guidance team at the new high school is probably in order. Chances are that they have seen this before.
