How do I ask a college for more money when I financially dont need it?

So I’m torn between a few schools right now. I got accepted to Penn State, and I live in PA so I qualify for the in-state 30,000/yr cost of attendance. However, I also got a scholarship from UMass Amherst bringing their out-of-state cost of attendance to about 31,000/yr. My question is: how do I ask UMass for a bit more money? I want them to realize that I’d rather pay the 30,000 for Penn State (travel cost would be less expensive), so they might throw me a bone and bring the cost down a little bit more. I’ve searched online and found no scholarships that I can apply for.
I won’t qualify for any need-based financial aid (I live in an upper-middle class family). I want to show UMass that I’m interested in their school, but would only go there if it were less expensive than Penn State. I don’t want to come across as greedy and arrogant when I do this.
I am thinking about sending them an e-mail. What should I say in it? Any advice would be much appreciated, thanks!

You email to say that U Mass is your top choice but is there a way to make it a little more affordable than your public option. Then you wait.
