I’m going to community college for probably one semester and then I might transfer to Indiana. I’m out of state, so it’s pretty expensive. I got in last year with my high school grades (3.9, 28 ACT), but I didn’t get any scholarship money even though I applied early. If I transfer for the winter semester, they won’t be able to look at my college grades, so how can I improve my chances of a scholarship? Or is it unlikely?

Scholarship opportunities are much much better for freshmen. For transfer students, you may look for some departmental scholarship later on. It is not likely you will get anything immediately after transfer.
