<p>Penn and Duke are both excellent. I would choose based on which school gives you more options once you make up your mind about a specific field. Does either school have a cap on how many undeclareds can transfer into a particular major? I think Duke is really good for BME. Do they offer the same majors? Do you have complete freedom of choice? After that, consider location and climate.</p>
