Keep in mind that UCLA admits by major. It’s also extremely important to complete all pre-reqs for your major.

If you really want to get into UCLA you’re going to have to learn exactly what they’re looking for. If you can submit a complete applicaiton you’ll have a decent shot at getting in!

Look here for average GPA’s and admit % for each major http://www.admissions.ucla.edu/prospect/Adm_tr/Tr_Prof10_mjr.htm
If you applied as a Philosophy, Anthropology, Math-Economics major, complete all pre-reqs, GE’s, 4.0 GPA, and you’re an underrepresented minority I say you have a really good chance despite being out-of-state. If you applied with an impacted major like Business Economics or Communication Studies then I say very slim chance.
