but surely they would not hold someone who is applying as undeclared to the same standards as someone who would be applying as an engineering major or another competitive major, right?

Assuming you are undeclared in A&S then yes you would have less stringent requirements for admission than SSOE or nursing, for instance. That doesn’t mean that a 27ACT and a 3.25 GPA aren’t still quite low. (For comparison, only 5% of admitted applicants had below a 3.25 GPA last year)
