Say I have a 3.3 and mid-high test scores. I live out of state. Do I have a chance of getting into SLO Electrical Engineering?

I would graduate my Senior year with Advanced Discrete Mathematics and Advanced Calculus finished, unnecessary course load at my school as I’d have to do both courses in the same trimester. My school also is very small, 60 students in one grade, and we repeatedly get the highest test scores out of the state. I also skipped two grades, jumping from elementary to middle school. I went back down in eight grade because I didn’t want to go on without my friends from my first five years of school. In hindsight, probably wasn’t a good idea, and I don’t even know if it would be worth mentioning.

I was part of a group that raised money for a impoverished school and Kenya and was able to have a running well installed with enough left over to fund running water for a all girl school in Saudi Arabia as well
I play several instruments, self taught
I have made and repaired guitar pedals and amplifiers, self taught knowledge
Restored several classic british cars
Tennis
I may have enough money to join the Snowboard team for my Senior year as well…

What do you think? Do I have a chance at all, given my credentials? Given my lack of test scores, can you tell me what ballpark test score I’d need to get into the program? What can I do to improve my chances, seeing as how I am still a second trimester Junior?
