How hard would it be for my friend to get in CGS?

My friend might plan on applying to BU (Early Decision) CGS, College of General Studies, this fall. What’s the chance of getting in for her? It is one of her top choices.

UW GPA: 3.3 - 3.4 (But she has been getting 3.5/3.6 UW since her junior year.)
Courseload: A few Honor classes
Scores:
SAT- Below 500 CR
640 Math
580 Writing

PS: She is not a native English speaker.
She will take the TOEFL soon. Hope it will make up her bad CR score.

Essays: Good. Personality is shown clearly.

ECs:
Volunteering at a kindergarten EVERY summer since high school.
A lot of community services, such as Breast Cancer Walk.
Staff Writer for her school’s online newspaper since the end of her junior year
Has been going to Church these few years.

Letter of Rec: One of them should be very good, another one should be mediocre.

Background: First Generation of College Student
Ethnicity: Asian

It might be a ***** of a reach. If they’re applying ED don’t be surprised/discouraged to get deferred because it’s definitely a possibility, but people do get in after being deferred. The GPA is a little low and SATs could definitely use a bump up.

Are ECs very important in determining whether she will get in? If so, how are her ECs? Are her scores really that bad?
This is the list of average scores for CGS:
Critical Reading: Middle 50%; 550–620 (avg. 587)
Math: Middle 50%; 560 – 630 (avg. 595)
Writing: Middle 50%; 560–640 (avg. 603)
and ACT - 24 - 27
I am worried that her CR score will hurt her a lot.

Our daughter was deferred with a similar GPA and SAT scores of 2100. She had excellent ECs, and took a lot of care with her essays. She was admitted in the Spring, and is attending. CGS is a fabulous and fantastic program, but very challenging, especially in reading and writing skills. Since she has been admitted, we have been told that the standards in that program for writing skills are higher than in many other programs. Just FYI.
