How high are the standards?!

I’m a Canadian student just outside of Toronto.
I was just wondering how high the standards are for schools like the ivies, notredame, georgetown etc.
I realize they’re extremely competitive and have low acceptance rates, but what is required to even stand a chance?!
surely having solid marks, SAT scores, and a few leadership positions in clubs (as well as an excellent essay and recs) should suffice at least to be a contender. I’m just trying to determine what I should aim for as I’m in my grade 11 year now.
Example:
Person x (just hypothetical stats I made up)
SAT scores 2200
SAT II test 1: 750
SAT II test 2: 740

ECs
-president multicultural club
-founder chess club
-student council treasurer
-captain foot ball team
-placed in biology competition, math competition etc.
-maybe a bit of volunteering and employment as well
top 3-5% of his class in GPA
Great reviews, great essays (nothing exceptional, but some of the best of his/her year)

should “x” even put his hopes in getting into ivy league, or is his profile not “special” enough? I know this seems really formulaic but I’m really curious. Does a person need to really stand out to get in? If so I guess my chances are pretty slim…
p.s. how do you convert % to GPA? e.g. what’s a 95% avg in gpa?
