I am really looking forward to CWRU as my top choice school, but being an international student from a lower-income family, I totally cannot do it without good financial aid. Please help me out by answering this question.
It says that Case provides “a limited amount of need based aid to first year and transfer international students”.
Limited is the key word.
But this is there too:

We also are part of The Tuition Exchange, a consortium that provides tuition assistance to dependents of participating schools.
The school is need aware for admissions…so your level of financial need will be considered when your application is reviewed.
