Since writing in SAT 1 is a new phenomenon, I was wondering how many high school student each year score 800 V, 800 Math, 800 in three Sat II. Thus in previous years how many students applied to Harvard with a total 4000 in SATs. Is there any figure available anywhere?

And if a student has all necessary ECs and GPA how do they perform in harvard or even other elite college admissions?

There is no such figure available.
But if you look at Harvard’s median 50% SAT I range, you’ll see that the middle 50% of accepted students got between 700-800 on their SAT I Verbal. That means that the upper 25% of the students who got accepted got an 800.
That might put things into perspective.

No such thing as “all necessary ECs.” ECs are are like the prints on clothes. Most prints look fine, but some are truly spectacular, whereas others are downright heinous.

Afterall, if you think all Harvard acceptees were class presidents…well, let’s just say I wasn’t, nor did I ever want to be. :P

Concerning “downright heinous” – I would consider the ECs of stealing purses from old ladies, selling other people’s souls to the devil and conspiring to dress Janet Jackson in detachable clothing rather fit the description. :P

Somewhere else, (I am racking my brain to remember where :o )
the individual numbers were present that taken holistically let me conclude
that ~ 10% of the total (around 2200 applicants have perfect scores of
these about 45% i.e 990 are admitted (guess the other 1210 had somewhat
lesser quality essays or ???); Out of the 990 ~80+% will actually
accept Harvard.

(This is the first time i got to use a quote and smilie, yaay )

I would assume if you had perfect test scores, you are probally going to apply to Harvard, as it is one of the top universities in the US across the board. Unless there are extenuating circumstances (i.e. too far from home, local college has better programs, money).
