I took a Princeton Review practice test for the ACT and I scored a 28 w/out studying for anything school-related for over 2 months. I went back and looked at my answers and if I had corrected my dumb mistakes, then I would have scored a 31. If I really buckle down and study for the October ACT, would it be reasonable to expect a 32+ (hopefully a 34)?

Yes. Increasing your ACT score can be easily done with consistent practice. I’m already seeing amazing results, and i barely study for it.
