Some schools consider test scores more importantly than other schools, and other schools don’t take them into account as much as the CA/supplement essay or GPA.

Also Cornell does not Superscore and they ask for all test scores? If you send in all test scores and you did better in some sections than on other tests, will they superscore on their own?
I am unfamiliar with a lot of the colleges you noted, but Johns Hopkins (on of my top choices) takes their tests very seriously, as their average is somewhere in the neighborhood of a 32ACT (they do superstore, I believe). If the other colleges are of similar caliber, I’d imagine they have some hefty standardized testing prerequisites as well.
And to answer your question about Cornell- my assumption is that they will look at all your scores, but they will only consider your highest composite score (someone correct me if I’m wrong).
Look up the Common Data Set for each school and look at section C. Section C7 says what is used for admission and the weighting each attribute gets. Section C9 gives average stats on matriculating students.
