I shop a good bit at TJMaxx - seems I mostly find athletic wear, dresses and shoes. I put anything I’m thinking sort of seriously about in my cart. After the dressing room and before I head to the check out I stop and one by one (even if there are just 3 things) I go through each one and really, really think about if this is a good/needed/wanted purchase. If I have three workout shirts, I will likely narrow it down to one. Or if I have three dresses I decide which is really the best buy based on brand, price, how many seasons I can wear it and if it will be a go-to dress in my closet - if I don’t see it to be a favorite, back it goes. Shoes the same - do I already have this color? How versatile? Are they super super comfortable and am I not just getting drawn in by their cuteness?
I love shopping in HomeGoods (I think I could live there), but I have horrible luck with TJMax when I shop for clothing. However, it’s a great place to buy jewelry, luggage, and sometimes designer purses and ski clothes.
Nordstroms has awesome formal attire. Much luck to you @jym626! TJ Maxx is my go to store for clothing and everything else you mention @mycupoftea I bought a darling dress there last year for $15 on clearance - $250 retail and I plan to wear it to DS graduation and also a wedding this summer!
Our TJMaxx has been disappointing as of late! The cheaply made trendy teen-oriented clothing took over the place! Housewares and tights/socks are still awesome, but I have not found any good clothes there this winter.

I am short so it almost comes to my knees which I prefer. And this is a petite. They fit me better. Shoes is the challenge as it’s an outdoor event and we’ve been advised to avoid heels. Help!

Since this is a casual event, I’m thinking you should take a practical approach and look for a shoe that you could later wear with your summer outfits. Neutrals would be best for this purpose: beige, nude, black, brown. Boring, I know, but practical.
