do people who transition from top 10% grades to top 10 grades halfway through highschool get into top universities, anyway? It seems a lot of people wake up junior year.

u mean from the 10th percentile to the top 10 percent rite?

well to be honest grades are the easy part, the challenging ones would be the ECs and teacher recs (and i assume from your post you refer to mainly the wastrels who wake up in junior year, in which case they would probably have little ECs and good impressions from teachers, in addition to bad grades) as these are hard buff up in a couple of weeks or months…there are exceptions but generally tough luck (i’ve been thru it)

I assumed you meant going from the top 10 percent to being one of the top 10 students in the class. In this scenario, you would be fine for a top university either way, as being in the top 10% in your class would still make you competitive for almost any school (depending on your HS) and the upward trend would be looked upon favorably.

Yeah, top 10 percent to top 10 people.
