How prestigious would an undergraduate education at Boston College be to Law Schools? Would a good GPA 3.5+ and acceptable LSAT get someone into a top Law School (top 20) from BC?

I think John Kerry went to BC. And, yes, a GPA of 3.6+ and a good LSAT (165+) will get you in somewhere – assuming your apps are compelling and well put.

Kerry recieved a JD from BC. Is the prestige and name of a school (rankings are a load of crap) important with regards to law school admission though?

That’s what I meant, he got his JD there. Prestige is a subjective factor. If you have close to a 4.0 and a very high LSAT, the “prestige” factors isn’t that important. It may serve as a tie-breaker, though. And, top performance at a rigorous school will be considered favorably. But, sadly, it comes down to the numbers (with the exception of HYS, where you’d need to achieve something special – you define that something special).
