note that i am an international student .
I got an email from the admissions officers from one of my safety schools. They said i was a strong applicant but they wanted to know more about my interest in the college and what other colleges I was considering. They said they needed to know this because they have limited scholarship available.I was wondering how i should reply to this email because a scholarship is the number one factor that is going to determine my decision.
This school sounds like it’s need aware for admissions for international students…and also wants to protect its yield…in other words, they don’t want to waste offers to students who won’t be accepting their offer of admission.
I think you can be honest. If this school is in consideration, you can honestly say that as an international student, you understand financial aid is limited, but that it is a top consideration for you…and that your hope is that this school will provide sufficient aid for you to attend. And that you are also considering other schools but have the same caveat for any college to which you applied.
I’m hoping someone else will reply…because I’m not positive exactly how you should word your reply to the college.
I don’t think I would share what other schools you are applying to. You don’t want the safety to know they are your safety.

As an international student who needs money to attend school in the US, you really have no safety schools. I am sure you can think of why you are attracted to this school other than money(which is not guaranteed to you).
If there are schools that you have applied to that are comparable in stats and selectivity to this school, that is what I would list. I would not leave the email unanswered (it would come across that you are not interested in them)
I’m not a fan of this sort of thing, but it is what it is. I agree with @sybbie719 's advice.
