I am going to transfer to UCSD. However, I have an F which is my major requirement… I know it is a no-no and I need to report to UCSD about this result. I have called the admission office (858-534-4831) and followed the voice instruction from the call. But the staff even dropped my call…

Can anyone help me that how I should call UCSD? Or is the phone number I am calling correct?

BTW, my CC friends who have applied the same major did not state that they will EVEN enroll this class and they still got admitted. It seems that I might have a chance to be accepted…

Were there any extenuating circumstances as to why you failed the course? They’ll really only look over this (not rescind you) if you have a good and believable reason.

I think this course was definitely harder than the previous math courses. I need more time working on math…

your post is a bit confusing. Are you a student that has been accepted by UCSD for enrollment this fall? Or are you planning on applying to UCSD when applications open up?

If you have been accepted by UCSD then you are correct, you need to notify them. The phone number on the page at http://admissions.ucsd.edu/contact/index.html matches what you are calling. If you are unable to reach them by phone that page also gives an email address you can use to contact them.
