I was in a similar situation as you. Most people hear about them from programs such as CTY (http://cty.jhu.edu).

No one hears about them because public education socializes you in such a way such that people are expected to “do Y this by age X”, such that you’re discouraged from “doing Y before age X.” As a result, it effectively monopolizes the flow of information that is available to the students (and effectively makes them psychologically dependent on learning from a trained professional, rather than by themselves). This monopolization of information is effective in ensuring a stable job for the trained professional, such that there are no competing sources of information that may threaten the credibility of the trained professional (examples include Stanford EPGY). It works for most students, apparently. It even worked on me up until this year.

These trained professionals may encourage individual students to seek such programs, in a way as to avoid appearing as if they were anti-learning. But they do not want entire leagues of students to actually pursue educational opportunities beyond the institution.

Perhaps the trained professionals are not intentionally malicious. Their behaviors are often only recognized at the institutional level.

It is often only through parents of other gifted children wherein people like you may hear of being able to take the SAT in 8th grade. I only learned of the opportunities off online forums. Online gaming forums, to be exact (though someone at my school also told me of CTY, and the combined influence of them made me register for CTY).
