How valued are students from less-represented countries?

I know that academics and ECs have to be on point for one to be strongly considered, but if a student from a less-represented country were to receive an interview and do really well on it, would you say they had a chance? Or would it take their country to be completely unrepresented for the fact they are from it to give them any advantage?

Just curious about whether the URM advantage applies to some internationals too.

A chances? Sure. But all one can do is speculate.
