<p>You will not become a resident your second year. You need to go to the school website or to the UC websites and look up CA residency. The requirements are very strict.
Being in school in CA for one year doesn’t make you a resident the second year. Changing tuition type after your enrollment in college is not a simple process. If it was everyone would do it.</p>
