I am too rich for aid, too poor for college. Even I am a top student (1570/4.3/NMSFor NMF), guess I won’t qualified for need based aid.

UMD gave my out of state son a generous merit scholarship and his numbers weren’t as good as yours. He is also a CS major. Of course is OOS fees (tuition/room&board/fees) is still greater than what his in state options were. However, UMDs CS program is better then PSU/Pitt’s.
University of Delaware gives merit awards to OOS students. So does University of South Carolina. At South Carolina, if you get one of their OOS merit awards…I believe your tuition is also reduced to the instate cost.
How much are the Texas publics for state residents with your stats? Are they more than your parents can afford?
New Mexico, Arizona, Utah, Wyoming, some Colorado schools (not too much from CU), Utah, Missouri. Go west or south or southwest.
First question is what is your budget, if its zero (or just $5500/yr), then some of these may not work either.

If you have National Merit status, http://nmfscholarships.yolasite.com/ is an older list of National Merit based scholarships. Check on college web sites to verify, since it is likely that some or many have changed.
The yolasite info has not been updated for a couple of years. Really…at this point it’s not a good link to post as many of those awards have been reduced…or eliminated.

Michigan State University’s merit scholarships for NMFs is very generous. It is composed of several parts and takes some digging to figure it out. Look at the Honors College section of the website as well as the Office of Admission under “high achieving students” and review OOS scholarships.
If admitted to the Honors College (which you would be with your stats), you would most likely receive:
Tuition Grant (which waives the OOS portion of the tuition - so that you would pay in-state tuition - renewable for 8 semesters),
Professorial Assistantship (a two paid research job where you are paired with a Professor with a project in an area of interest to you and you work 8 - 10 hours a week and receive $3200 for the first year and a raise for the second year)
Merit Recognition Scholarship ($4000 a year plus room and board renewable for 8 semesters), and
Presidential Study Abroad Scholarship ($3000 for 8 weeks or less OR $5000 for greater than 8 weeks).
If a parent or grandparent went to MSU - you’ll receive $3000 a year renewable for 8 semesters.
My daughter was a Commended scholar rather than NMSF or NMF. I am an alum. She scored a 33 on the ACT, went to a high school that doesn’t rank, had an UW 3.76 and a W of 4.08 with 7 APS and several Honors and weighted grade classes. She is OOS and received the Tuition Grant, the Professorial Assistantship, the Red Cedar, an additional Honors College Scholarship of $4000/yr (renewable for 8 semesters), and two separate $2500 college and department specific scholarships. This made MSU the same cost as the in-state flagship university. MSU is higher ranked and she was very interested in being a Spartan.
Look into U. of Cincinnati too.
