<p>In-state you have a shot, OOS may be pushing it - looking at the numbers alone. I think that showing that you are familiar with and appreciate the school would help your application to a degree, but I am not sure of the wisdom of directly stating that it is your #1 choice. That one could fall in either direction, IMHO.
