If i owe money to a college that isn't student loans, can i attend another one?

I need some help!

I graduated in May, 2015 with my associate’s degree from a community college. I needed a place to live afterwards, so I applied for summer housing and a summer class (one that wasn’t even part of my major) at the University I wanted to receive my Bachelor’s degree from. Financial aide office told me that the summer bill was added into the fall bill and I would be able to pay it through fall financial aide and student loans. Well that obviously wasn’t the case. I got a bill for 2400 dollars during the middle of the summer. I asked financial aide and the registrars office if I could make payments on the bill so that I am able to register for classes for the fall semester. They both said that I could and no hold would be placed on my account.

So fall semester rolls around and I get a bill for 9000 dollars because they added In campus housing when I already had an off campus apartment that I signed a lease for. After fighting with them about the bill, the only solution was for me to withdraw from classes and postpone my enrollment to the school, as they said that I clicked the wrong box on the housing application when I applied for summer housing and I was liable for the charges. After continuously fighting them, they finally took it off my bill but they kept my housing deposits from the summer living.

Now, they want my bill of 2800 dollars paid before I can register for classes in spring since there is a hold on my account now. Is it possible since I only took one summer class and financial aide wasn’t involved in the process that I could apply to a different school and not have the one class that I took over the summer transferred? Could I make it work so that it’s like I’ve never taken the class over the summer since I don’t even need it towards my major? Or is there consequences for doing so? I want to pay back the University I owe the money to, but I am living by myself, I make barely enough to cover rent alone, I just want to try and better my life and get my Bachelor’s Degree but there has been so many obstacles, I just need some help.

Can anyone help me out with some advice???

They probably won’t release your transcript until you have settled all outstanding debts, so admission to another four-year college will be unlikely.

The transcript doesn’t matter to me, it wouldn’t go towards my major… what I need to know is if I can attend another university with still oweing that money.

No! The new college will require transcripts from your previous schools. It may not matter to you but it will matter to schools.

How do you expect to be admitted to a four-year college without a transcript?

I only attended one summer class there. I got my associate’s degree from another institution than the one I took my summer class from. And financial aide doesn’t cover summer classes, its all out of pocket expenses.

They still might require a transcript to ensure you’ve been honest about your background. And there’s a national database they’ll check that will indicate your summer attendance. So if the school doesn’t release the transcript there may be trouble.
