If I qualify for one of Baylor’s automatic merit scholarships with a 3.8 gpa and a 32 act, would I be guaranteed to be admitted?

Not necessary. Just like the case of half tuition scholarship for NMS at USC. But Baylor is not even close to the tier of USC.

Usually if there is an auto scholarship for stats, the admission is pretty much automatic too. Check the websites to verify.
