<p>No, you would have to actually construct a thin tray that covered the ceiling, and fill it with water, making the whole room completely “under water”. Then make sure the cat stays in the room.</p>

<p>“Completely under water” is much different than “completely immersed in water”, I’m surprised the administration did not realize this. You must simply ensure that there is always water completely above the cat.</p>
