If I'm international, can I pay in-state next year?

Also, you may “start the process” 12 months after you move, it doesnt mean you will automatically get it on the first day of your 13th month. IE if you move there in August, the following August you may apply for an in-state status. I dont believe that they would grant it to you if you are not a permanent resident with your mothers R1 visa, but even if they would, you would still have to pay the second year’s tuition with the OOS rates.
