I am currently a full-time online-school student, where instructors (or teachers) do not have much contact with the students. Thus, my required teacher recommendation letters are probably very weak and impersonal. I also currently reside overseas, in a country where English is not spoken. I have several people who could write a more personal letter for me, but they would be writing one for the first time and in their native language. Would the original copy + a translation be accepted by colleges? Would including an additional letter like this be better than having only one/two impersonal recs?
Why not contact the admissions offices at the schools to which you are applying and explain the situation. Your situation is not unique. They will let you know what they’d like you to do.

No - as I said, you are not the first student in this position. Home schooled students have similar issues. All schools are familiar with home-schooled students these days, and quite a few will be familiar with students overseas or in remote locations who study on-line because the local schools don’t accommodate them adequately.
I agree, call the admissions officers at the school.
