In the ACT website, they say that the rushing (“priority report”) option is available only “within the US”.
What does it actually mean? For example, I’m int’l (and tested as so) but I want to rush scores for a university in the US, is it possible? Because it’s still technically within the US, as I’m sending scores from the ACT agency to a university, both within US borders… thank you!

It means only to colleges within the US. You can be outside US. However, you have to determine whether you should rush. Many colleges do not want rush scores. Also, there is usually no need to rush. If you order regular delivery, they will be sent within a week.
