Looking for a college, currently 3.1 UW/3.6 W ( majority classes AP and honors- gpa going up ) – major international relations with film minor.

Yes, also a couple of other bits of info would be helpful–state of residence and region(s) where you’d most be interested in studying and how about cost. No need to recommend Southwestern University (Georgetown, Texas, which is a neat little town outside Austin) if you are from New England and want nothing to do with the South (or vice versa). What generally is your budget?
In general, for cost and admissions, state publics are often the very best place to start, though that might vary somewhat depending on your state. For example, California and Maine would offer different sets of choices.
If you have pretty substantial resources and want a small college, “Colleges That Change Lives,” a group of very fine LACs that market themselves together might be a good place to start. Many effectively discount their “sticker price” for a fair number of students but very often are still pretty pricey–but offer excellent educations. Maybe you could explore some of those. Not all will be accessible, but I believe some will–depending on test scores and much more. Maybe Clark University in Worcester, which I think is strong in political science type studies and has “Screen Studies.” I’m not sure about admissions and aid. Good luck!
