In-state or Out-of- state?

<p>Okay so i am from oregon and am interested in berkeley (engineering). Anyways a friend of mine told me that the first year you goto berkeley you pay the reguar out of state tution. However he told me by the 2nd year you start paying in-state tuition cause now you are an in-state residence? Is this true?</p>

<p>No. OOSers still have to pay OOS tuition. The only way you can get in-state tuition after the first year is to qualify as an in-stater.</p>
