I’m having a hard time choosing between these schools, they both seem pretty equivalent education wise. My only fear is that slippery rock has lots of “rural” type people like farmers, I prefer city-type people more, but I’m unsure if that would be a problem at SRU. For IUP, I’m scared it will just be “frat bro” type people, so I’m trying to weigh these options and figure out if the rumors are true.
IUP seems to be going through a decline since around 2012 with declining enrollment and graduation rates, while SRU is growing with some of the best public school stats in all of PA. That’s one of the biggest attracting factors of SRU for me, it’s the best performing PASSHE school, plus they have new and awesome dorms.
IUP would come out to be ~$37,000 for me with scholarships applied, while SRU would come out to ~$42,000.
My backup schools are Kutztown and Millersville. I would appreciate if anyone wants to share their opinions on any of these schools

What are you planning to study? And where do you live - is travel a factor in your decision? Kutztown and IUP are probably 4-5 hours a part.

Are you a US citizen/permanent resident? If so, how is the cost that high? That sounds like out of state costs. I’d recommend either Slippery Rock or Millersville. Slippery Rock has a large contingent from the Pittsburgh area, so certainly will have some city types. Millersville will have many students from southcentral PA (Lancaster, York, Harrisburg areas) and southeastern PA (Philadelphia area).

Yes, i’m a US citizen. I forgot to mention that those numbers were for 2 years of attendance, so maybe that’s why they seem high? or maybe it’s just a PA thing

Is the scholarship institutional or PHEEA?
Total costs you quote sound like they’re for OUT OF STATE students - instate tuition at SRU is $3,800/semester (I just checked).
I agree with @kidzncatz SRU and Millersville are your best choices.
For a more personalized experience and great perks, apply to the Honors College - you only need to meet 2 out of 6 conditions for SRU (which has a most comprehensive program) and you can either be invited or apply to Milkersville’s.
