Could you mean “formal counseling”? Perhaps the school is offering to waive some of the punishment if your son gets counseling or therapy?
It looks like an informal conference is a meeting with their judiciary board

The flow chart shows how/when the informal conference comes about in this process. I hope you are getting some sort of professional advice from someone who is familiar with the school and their policies.
