International adoptees and the "child welfare system"

I am not sure how my child should answer the question on the Common App about being in the “child welfare system.”

My child is an international adoptee, adopted privately from an orphanage in Asia as an infant. No US foster care was ever involved. I don’t understand what “child welfare” means in this context. We did not receive any support or assistance, there was never any CPS involvement. I’m quite confused over how to answer this. Appreciate any help!

I’m thinking this question is asked due to the existence of financial aid for former or current foster children in the U.S.

I have children adopted from foreign countries also and they never received any advantages that I know of bc they were never in the U.S. system.

This question is asked because students who were orphan, ward of the court or adopted can be considered for the designation of “automatically independent” for financial aid purposes. For FAFSA, this only matters if the student was in one of these categories after the age of 13, and the questions are asked using the age in the question. I’m not sure why the age consideration isn’t in the question as asked on Profile.

Ok thanks, that was what I thought, but the lack of any clarifying info on the common app itself gave me pause.
