<p>Any such list would be bogus given the structural differences between various PhD programs. PhD programs in the US and UK, for example, are set up differently - the former emphasizes coursework and teaching, while the latter is almost entirely research-driven.</p>
<p>At the PhD level, one needs to be concerned with specific subfields (geographically, chronologically, and topically) and what is best for you, not best for some nebulous ranking organization.</p>

<p>warblers - I agree, but since the sweatshop of program rankings has become its own institutional force nowadays, I thought I would take a look at what they are saying.</p>
