Please clarify what you mean by this.

Scholarships awarded by large corporations here are usually for US citizens or permanent residents. You are neither.

And any that might would have had deadlines LONG past for this year, and would have a significant need component.

Are there any big scholarships from your country for students to study in the U.S.? That would be your best bet.

5. I’m an international student studying at UNC-Chapel Hill. Am I eligible for financial aid?
   Only Permanent Residents or citizens of the United States are eligible for need-based federal and institutional funds.

And from Rutgers

The majority of international students support their undergraduate education through family, private, government or other funds. Some of the most academically accomplished international applicants to Rutgers may be offered scholarships. The process is very competitive as a limited number of scholarships are available each year.

These schools were never going to guarantee provision of financial aid of any kid.

Either your family will need to pay fully…or you will need a more affordable option than either of these colleges.
