I am an international student, I come from an underrepresented country, which is located in North Africa (Im white, I do not think that may enhance my chances… )
The SAT and ACT are unavailable here and I intend to apply to Princeton. Their admissions told me to send in my app without those components but I wonder whether or not I will be disadvantaged due to the unavailability of SAT/ACT scores.
I took the TOEFL, have great gpa and some ECs (math competitions, IMO2016 selections, community service, foreign languages -im polyglot- … ), good essays…
I did some SAT prep, it seems easy but still not offered in my country and I cannot afford to travel and take it…
Should I apply even tho? Waste of time, correct?!

You may wish to allow more than 5 hours for a response before you repost - many who may have helpful information would have been at work during regular business hours during your original post.
Princeton admissions has an excellent grasp on the educational system of other countries. If their admissions tells you to send the application without standardized test scores then that is certainly acceptable to them. You could add a document outlining the SAT prep you have done and explaining the financial constraints you have in not being able to travel to take the exams. Any other information or test scores from your country should be included as well to help them assess your academic readiness.
Bear in mind that for internationals the admissions rate is somewhat lower than the overall admissions rate, with or without test scores. It’s a long shot for most but if you can apply keeping that in mind, I’m not certain I would view applying as a “waste of time”. If it were me, I would always wonder what would have happened if I had tried.

If Princeton told you to send in your app without test scores, I’m not sure what you want us to tell you; I’d trust the source.
Even if you were non-white, it would not enhance your chances. Under-represented minority only applies to domestic applicants.
