JHU reach
Duke reach
UCSD match

JHU and Duke both have excellent and well known BME programs, and I’m sure you’d want to get into either. They have very different atmospheres - at JHU you’ll find people who study alot, at Duke people who party a lot. If you wanna increase your chances at either, do get that Head of Student Body thing, cos otherwise your ECs may not be enough to cut it. And for a program as academically competitive as BME, you’ll wanna raise your SATs too, especially your math, since for everybody math is the easiest to improve on through lots and lots of practice.
