<p>I guess they have a little spare change to spread around.</p>
<p>It's all that extra oil revenue. Now that it has paid for the total cost of the occupation, there's plenty to spare. ;)</p>
<p>Everyone gives aid. Every country has it in their budget. It's a humanitarian effort. It also is responsible for making the economy move. We give/gave Israel, Gaza, Palastine, Lebanon, everyone aid. Maybe we even give Iraq the aid to give to Lebanon. Maybe that is what Bush and the Iraq leader was discussing, how much.</p>
