Is 2015/2016 really the last academic year for Perkins Loan?

@4kidsdad pointed out that Perkins Loan may not be available after this academic year 2015/16 from another thread.

Yes, as of today the program is being phased out - which means 15-16 is the last year a brand new student can borrow the funds. Other groups of students eligible in 14-15 are being grandfathered in and eligible for funding beyond 15-16. However, things can always change dependening on what congress decides. So schools are moving forward anticipating the funds won’t be available, but as per the article above things may change between now and September 30th.

Each year for the last 3 years ago, President Obama proposed a new loan program to replace Perkins, but Congress never acted upon it.
