Since the curriculum could be easier, will they even care about your 4.0 GPA if you got it at Community College? Maybe it depends on the college? The one I attend is well known for being reputable and fully accepted at all the Unis in the state.
It depends. Was the 4.0 based on easy courses? What’s your major? I had a friend who had 4.0 in all of her semester. She went to RPI to study engineering
Yeh, depends on the courses. A 4.0 in introductory STEM classes graded at a C curve is good. Also, depends on your high school record and test scores. If you have a lot of As in AP classes and good SAT IIs or whatever, you might be close to the level the prestigious school would take to begin with.

Since your CC credits will be accepted to all the unis in your state, you have your backup plan.
Talk to academic advising and fulfill the transfer degree requirements for your major, and once you have your match and safety schools lined up, apply to your reach schools.
I’m not sure how high you’re trying to reach with the phrase “somewhat prestigious,” would most state flagships probably fit that definition for you?
You probably can get the best state school in your state, unless you live in CA, MI, or VA.
You can apply to top 50 / top 30 schools as reaches. If you are an URM, from an underrepresented state, have good ECs or something, you might have a chance at better.
In many cases, the answer would be “yes”, but it depends.
In some states, the public four-year universities are required to save most of their transfer admissions slots for state residents who did well at the two-year community colleges. So if you are in a state like that, and if you want to transfer into a four-year state school, and if you are a state resident with a high GPA from a good CC, then you could be in a strong position.
On the other hand, if your four-year state universities have different policies about transfer admissions, or if you want to transfer to a private university, or to a public university in a different state, then you could be in a weaker position.
There are probably transfer counselors at your CC that have years of experience moving CC students like you into four-year universities. They would be the experts at this, and would be able to provide the best info about your chances.
A 4.0 does not demonstrate any upper bound in performance. I think any skill will notice and give that a lot of weight. It doesn’t mean admission, but it’s not as common as you would think.

I am definitely nontraditional, lots of extra curricular, a gap between high school with a bad record, basically your typical triumph case, now have a long list of ECs. So it’s good to know that my strong GPA may definitely hold some weight, even though the fact that it is CC will be considered.
