Is CMU need-blind for intl transfers?

I found that CMU’s admission policy is need-blind. Is it also correct for international transfer students?</p>

<p>I just want to make sure… Is it true that my chance to be admitted as an intl transfer will not hurt no matter what figure I have put in the Financial Contribution (FC)?</p>

<p>I don’t care whether my application for FA will be granted finally (if admitted fortunately^^). I just want to know the relationship between FC and my admission chance.</p>

CMU does not even provide any fin aid to international students
so basically, you cant apply if you cant afford</p>
